VINFAST BREAKS GROUND AT NORTH CAROLINA ELECTRIC VEHICLE FACILITY

Raleigh, North Carolina, July 28, 2023 – VinFast announced today it has officially broken ground at its electric vehicle manufacturing site, located within the Triangle Innovation Point in Chatham County, North Carolina. The groundbreaking ceremony, which took place today at the site, marked a significant milestone toward VinFast’s global expansion and the company’s supply chain development in North America. VinFasts US factory project is the first electric vehicle manufacturing facility in North Carolina, as well as the largest economic development initiative in the states history. North Carolina Governor, Roy Cooper, Vietnamese Ambassador to the US, Nguyen Quoc Dzung, and representatives from state and federal governments attended the event along with a gathering of VinFast’s partners, customers, industry experts and journalists. The plant, which has a Phase 1 total investment of up to $2 billion USD, spans an area of approximately 1,800 acres and is divided into five main production areas, including a body shop, general assembly, press shop, paint shop and an energy center. There will also be other functional facilities in the factory premises. VINFAST’S REGISTRATION STATEMENT ON FORM F-4 IN CONNECTION WITH ITS PROPOSED BUSINESS COMBINATION WITH BLACK SPADE DECLARED EFFECTIVE BY THE U.S. SECURITIES AND EXCHANGE COMMISSION

July 28, 2023 – VinFast Auto Pte. Ltd. (“VinFast” or “the Company”) and Black Spade Acquisition Co (NYSE: BSAQ) (“Black Spade”) announced that the U.S. Securities and Exchange Commission (“the SEC”) has declared effective the registration statement on Form F-4 of VinFast in connection with its proposed business combination with Black Spade. Black Spade has scheduled the Extraordinary General Meeting of Shareholders (“EGM”) to approve the proposed business combination with VinFast to be held on August 10, 2023. The business combination values VinFast at an enterprise value of US$27 billion and an equity value of US$23 billion. The transaction is expected to close followed by the listing of VinFast in August 2023, subject to shareholder approvals and other customary closing conditions. VINFAST ANNOUNCES PLANS TO DONATE LAND TO SAVE THE MERRY OAKS BAPTIST CHURCH IN CHATHAM COUNTY

Moncure, North Carolina, July 25, 2023 – VinFast today announced its intention to donate up to three acres of property on the VinFast project site to the Merry Oaks Baptist Church to help them save the church from demolition. The company will also assist Merry Oaks in identifying other resources to support the relocation. VinFast has presented an MOU to the members of the Merry Oaks Baptist Church, which outlines VinFast’s plan to donate up to three acres of private land on Christian Chapel Church Road on the VinFast site in Moncure, NC for the specific purpose of relocating the church to a new permanent home. Merry Oaks Baptist Church was built in 1888 and has been a cultural destination for many generations in Moncure. The land the church currently sits on is expected to be needed for roadway improvements to help accommodate the site and future traffic in the area. VINFAST TO HOLD NORTH CAROLINA EV FACTORY GROUNDBREAKING CEREMONY JULY 28

Raleigh, North Carolina, July 19, 2023 – VinFast announced it will hold the groundbreaking ceremony of its electric vehicle factory in North Carolina on July 28. This will be the first electric vehicle manufacturing facility in North Carolina, and will help contribute to the supply of electric vehicles in North America and accelerate the global green mobility revolution. VinFast’s manufacturing facility will be built at the Triangle Innovation Point in Chatham County, North Carolina. Covering an area of approximately 1,800 acres, VinFast’s factory is designed to reach a capacity of 150,000 vehicles per year in phase 1. VinFast officially launch the “VinFast – For a Green Future” exhibition series in Hanoi

Hanoi, 7 July 2023 The very first exhibition “VinFast – For A Green Future” was officially openned today in Hanoi, kick-started the series of 11 exhibitions to be organized across Vietnam, from July to September. On display are a comprehensive electric mobility ecosystem, including e-buses, e-scooters, e-bikes, and a complete range of electric cars, covering a wide range of segments, from mini cars to the A-B-C-D-E segments VF 3, VF 5 Plus, VF e34, VF 6, VF 7, VF 8 and VF 9.
